Libya: Haftar announces resumption of oil production and export

Libyan National Army (LNA) commander Khalifa Haftar, said oil production and export is to be resumed in Libya, whilst ensuring fair distribution of revenues.

“In the name of the Armed Forces’ commissioners, it has been decided to resume oil production and export in response to the urgent needs of the citizens,” Haftar said in a televised speech on Friday.

“This will be carried out in accordance with the conditions and procedures necessary to ensure a fair distribution of oil revenues, which shall not be employed to support terrorism, or exposed to robbery and looting as guarantees to continue production and export processes,” he explained, as he agreed to lift the eight-month blockade.

Haftar said that despite efforts to solve the crisis, the situation has "ended up in a complete fiasco because they prolonged the crisis.”

Haftar highlighted that prior solutions "previously focused on power-sharing," but had not considered Libyan citizens.

Deputy Prime Minister of the UN-backed Government of National Accord (GNA), Ahmed Maiteeg, confirmed that an agreement had been reached with Haftar. A committee is to be assembled to coordinate efforts, including budget and public debt.

Libya has been torn by conflict since the ousting of former Libyan leader Muammar Gaddafi in 2011. More recently the country has been split into areas controlled by the GNA in Tripoli and the northwest, and territories held by the eastern-based LNA in Benghazi, led by Haftar.

A ceasefire was announced by both sides back in August.
