Switzerland: IOC to appeal CAS decisions on Russian doping case

The International Olympic Committee (IOC) Executive Board decided to appeal the Court of Arbitration for Sport (CAS) decision to lift sanctions from the 28 Russians accused of doping, IOC President Thomas Bach confirmed in Lausanne on Thursday.

During a press conference following the two-day meeting of the IOC Executive Board, Bach announced that the IOC would address the Swiss Federal Tribunal against the CAS decision, noting that "the only factor" that led them to that move, was "protection of the clean athletes, who had finished behind these Russian athletes." He stressed that the 28 Russian athletes, whom CAS had overturned IOC decisions against, were not proved innocent of participating in the alleged "systemic manipulation" of the anti-doping system in Russia, particularly at the Sochi 2014 Winter Olympics.

Regarding sanctions against Italy, France, the United States, Australia and Belgium which are forming top five in the recent rankings of drug cases of the World Anti-Doping Agency (WADA) in 2016, Bach stated that the IOC had no indication that similar state-brokered systems existed in any of the mentioned countries.

Commenting on the situation with the International Boxing Association, Bach stated that it had been discussed during the Executive Board meeting in Lausanne, noting that the IOC "retained the right to exclude boxing from the program of the Tokyo 2020 Olympic Games" as concerns remained over AIBA's finances, the sports governance and anti-doping issues remained and all reports on progress and plans lacked execution and substance.

The IOC President refused to give further details on the recent intra-Korean development, as North and South Korea refused on Thursday to compete against each other in the quarter-finals of the women's World Team Table Tennis Championships in Halmstad, Sweden, while the International Table Tennis Federation (ITTF) allowed them to form a unified team to continue their participation in the tournament. Bach said that the decision had been made "in agreement with all the teams concerned."

The President of the IOC reiterated the committee’s "zero tolerance policy" towards attempts of some governments to abuse sport for their political purposes through raising calls to boycott competitions. Bach promised to intervene the tendency. He made two examples of such IOC interventions, one of which was Ukraine with its government degree to ban Russian athletes to compete in Ukraine and ban for Ukrainian athletes to participate in sports competitions in Russia - that resulted in reallocation of wrestling competition from Ukraine to Montenegro.
