UN: 'US abusing its rights and privileges as the host country' – Russia’s UN envoy on expulsion

Permanent Representative of Russia to the UN Vasily Nebenzya described the US’ decision to expel 12 staffers from Russia’s mission at the UN as the ‘the US abusing its rights and privileges as the host country.” He was speaking at a press conference at the UN on Tuesday.

"The host country has a special duty to observe the privileges and immunity of the employees of permanent member countries," he said. Nebenzya elaborated saying that "the status of personnel of permanent state representations on the territory of the US are the Convention on the Privileges and Immunities of the United Nations from 1946 and the Headquarters Agreement between the UN and the US from 1947."

The envoy also said that there had been no mention by US authorities of the Salisbury incident when justifying the decision to expel the Russian diplomats.

Nebenzya concluded by saying "the further we go the more questions arise, including from me. What happened before – did the Salisbury incident precede the expulsion of Russian diplomats, or did the decision to expel Russian diplomats precede the Salisbury incident?"

The US announced on Monday that it was expelling 48 Russian diplomats and declaring 12 Russian UN staffers "persona non grata".

They have until midnight on 1 April to leave the county.

The US and 14 EU member states decided to expel Russian diplomats following the poisoning of the ex-Russian spy Sergei Skripal and his daughter in Britain's Salisbury.
