      “North Korea is not ready for negotiations now,” the speaker of Russia's upper house of parliament Valentina Matvienko explained to reporters after meeting with the deputy head of the Supreme People's Assembly of North Korea, An Don Chong, in St.Petersburg on Monday.

      The 137th Assembly of the Inter-Parliamentary Union is being held in St. Petersburg between October 14 and 18.
