Russia: Lavrov denies Syria de-escalation zones signify Syria's breakup

Russian Foreign Minister Sergei Lavrov denied allegations that the establishment of four de-escalation zones in Syria would lead to the partition of the country, at a press conference held alongside his Belarusian counterpart Vladimir Makei, in Moscow, Monday.

Commenting on the memorandum on the establishment of safe zones in Syria, Lavrov noted that "it is not about the creation of preconditions for the partition of Syria" but "about the need to begin moving towards a full ceasefire and de-escalation on the whole Syrian territory." He added that "since it is extremely difficult, if not impossible, to do it in one go, a decision was made to begin with the zones [of de-escalation]." The Russian diplomat emphasised that the work on a final agreement was "underway," during which he said "specific details related to security, monitoring of the fulfillment of the ceasefire obligations and other details related to the establishment of crossing points [to and from the safe zones]" would be finalised.

During the press conference Lavrov also hailed Moscow-Minsk bilateral relations and visions on solving global issues, saying, "we are not forcing each other or anybody from other countries to take our side in some 'historical elections," unlike, unfortunately, our colleagues from the European Union and the North Atlantic Alliance [NATO]. We share the vision on what is happening in the world and ways to solve the global issues. One can say that [our visions] are genetically similar."

In turn, Makei noted that Belarus "[is] not going to leave Russia" before adding that "we are perfectly aware that our economies are closely intertwined with one another, and we will never move away from cooperation with one another."

During the diplomatic meeting marking 25 years since the establishment of diplomatic relations between Belarus and Russia, Lavrov and Makei reportedly discussed bilateral ties, humanitarian cooperation and relations with NATO.

In May, Russia, Iran and Turkey adopted the memorandum on the creation of four security zones in Syria, following Russia's proposal to set up so-called de-escalation zones, which aim at separating a number of extremist groups, including the self-proclaimed Islamic State (IS, formerly ISIS/ISIL) and Al-Nusra Front (also known as Jabhat Fateh al-Sham), from the moderate opposition.
