Footage released on Thursday shows officers from the Russian Ceasefire Coordination Centre in Syria overseeing negotiations between local leaders from the Hama province and Syrian government forces in the village of Maarzaf. The footage also shows personnel from the Russian Armed Forces distributing humanitarian aid to residents of Maarzaf.

Leaders from Maarzaf and the neighbouring village of Al-Kubeir signed the deal which guarantees security and other assistance in exchange for adherence to the ceasefire agreement and loyalty to the Syrian government. Earlier on Wednesday, head of the Russian Ceasefire Coordination Centre in Syria Sergei Kuralenko noted that 40 such agreements had already been signed across Syria.

Respected Hama leader Ahmad Mubarak, whose private army fought alongside the Syrian government against the so-called Islamic State (IS; formerly ISIS, ISIL) and other militant groups, attended the signing of the declaration in Maarzaf.

After the agreements were signed, Sheikh Mubarak expressed his gratitude to Russia "for its assistance to the Syrian people and to the Syrian Army."
