Germany: Sexual assaults 'not a totally new phenomenon in Germany' - interior minister

German Interior Minister Thomas de Maiziere addressed the events of New Year's Eve in Cologne, during a press conference in the city on Monday.

Thomas de Maiziere said that the "disgusting sexual assaults and frightening crimes" like those that took place in Cologne on New Years' Eve are "probably not a totally new phenomenon in Germany," before claiming that "in this capacity, and possibly also in the way in which it was organised" it was something "new to us."

He added that "there shouldn't be a general suspicion that refugees, asylum seekers, foreigners or people with immigrant backgrounds are all criminals," before stating that it is "valid and necessary to consider the origins and cultural education of the offending groups, as well as to ask if the offenders are refugees." The German interior minister added that "it is in the interests of refugees to differentiate who among the refugees are criminals and who are not."

Police received up to 100 complaints following last week's New Year's Eve celebrations in Cologne and other German cities. The complaints ranged from acts of anti-social behaviour to sexual assault, including two cases that under German law were reported as rape. The incidents took place around Cologne Cathedral and the city's main train station during celebrations in the city centre.
