OSCE Mission Chief Ertugrul Apakan said that the Organization for Security and Co-operation in Europe (OSCE) believes the conflict in the east of Ukraine can be settled "through peaceful means," at a briefing in Kiev Sunday.
Apakan called on all parties to observe the Minsk-agreed ceasefire and "fully implement the package."
