
Russia: DPRK ready to return to negotiating table, says Lavrov
North Korea is ready for the return of six-party arms control negotiations, said Russia's Minister of Foreign Affairs Sergey Lavrov after a meeting with a special envoy of Kim Jong-Un in Moscow on Thursday. Diplomatic Envoy Choe Ryong-hae had a letter from Jong-Un addressed to the Russian President Vladimir Putin.
According to Lavrov the letter expressed a desire to focus on the full-scale development of bilateral relations between the Russian Federation and the Democratic People's Republic of Korea (DPRK). In April Russia wrote off around $10 billion (€8 billion) of outstanding debts which the DPRK still owed from the 20th Century.
The DPRK broke off from arms control talks in 2009 and continued developing its nuclear deterrent.
