As Merkel arrived at the summit, hosted by the Lithuanian Presidency of the Council of the EU hosted, she gave a quick statement to the press, "I am very happy to be here in Lithuania and meeting with the President. We're going to talk about the Eastern European Partnership. Lithuania has done a great job in preparing this summit. Unfortunately, we haven't met all our expectations yet. We want to make it clear that the EU wants Ukraine to join as a partner by signing the partnership agreement. It probably won't happen this time but the door is open."
Leaders attending the meeting will discuss the Association Agreement with the Republic of Moldova, which they will be ready to sign in the autumn of 2014.
