The Chief of the Radiation, Chemical and Biological Defence Force Igor Kirillov claimed that 'the Pentagon has relocated incomplete projects within Ukraine to Central Asia and Eastern Europe countries', at a briefing in Moscow on Monday.

"The ongoing action of the Russian Defence Ministry has resulted in halting the military biological programmes in Ukraine. In this regard, the Pentagon is actively relocating the projects, that have not been completed within Ukraine, to Central Asia and Eastern Europe countries," Kirillov said.

The lieutenant general noted that 'under the pressure from the international community, Washington changed its approache to organising its military biological activity, transferring the functions of the private sector to purely civilian departments: the Department of Health, Department of Energy, and the Agency for International Development'.

Kirillov also said the Russian Defence Ministry had revealed that the COVID-19 pandemic was developing according to the scenario of the US exercise Event-201.

"Two months before the first official reports about the emergence of the new coronavirus infection in China, the Johns Hopkins University, supported by the Bill & Melinda Gates Foundation, conducted the Event 201 exercise in New York. This exercise simulated the epidemic of a previously unknown coronavirus that, according to the scenario, was transmitted from bats to humans via pigs," Kirillov said.

The lieutenant general added that 'outbreak of the COVID-19 pandemic, according to this scenario, raises questions about its premeditated nature, the involvement of the USA in this incident, as well as the real objectives of US biological programmes aimed at enhancing the characteristics of dangerous pathogens'.

Since the start of the Russian-Ukrainian conflict, the Russian Defence Ministry has repeatedly claimed that there is a network of bio-laboratories in Ukraine, which were carrying out activities under orders from the Pentagon.

US Under Secretary of State Victoria Nuland stated on March 9 last year that there were biological research facilities in Ukraine and that Washington was trying to keep them from coming under the control of the Russian armed forces.

Ukrainian President Volodymyr Zelensky said that Ukraine had never developed weapons of mass destruction.

US President Joe Biden said on March 22 that America had no biological or chemical weapons in Europe. According to Biden, the Russian accusations are a 'clear sign' that Russian President Vladimir Putin himself is 'considering using both of those'.

On June 9, the Pentagon released a statement claiming that the US had supported 46 biological facilities in Ukraine over the past 20 years as part of peaceful medical and agricultural projects.

The Russian Defence Ministry has also repeatedly raised the issue of US involvement in the development of the COVID-19 pandemic.

On October 18, the White House published a new national strategy aimed at preventing future pandemics and countering various biological threats, envisaging funding of 88 billion dollars (about 5.33 trillion rubles).

On November 3, the UN Security Council did not adopt a Russian resolution on US biolaboratories in Ukraine. According to Russia's deputy envoy to the UN, Dmitriy Polyanskiy, 'Western countries are simply afraid of setting up a commission' that would look into the documents gathered by Moscow.
