Indonesia: 'There is a war in Ukraine, a hybrid war the West has waged' - Lavrov

Foreign Minister Sergei Lavrov claimed that 'a hybrid war' instigated by Western countries has been carried out in Ukraine, speaking at a media scrum on the sidelines of the G20 summit in Bali on Tuesday.

"Yes, there is a war in Ukraine, a hybrid war that the West has waged and that it has been preparing for years, ever since it backed an overtly racist, neo-Nazi force to take power in a coup d'état. Since then, NATO has been actively covering the Ukrainian territory, conducting drills, supplying weapons," Lavrov said.

The minister added that the US and the EU representatives had handed UN Secretary-General Antonio Guterres written promises to implement the second package of the 'Black Sea Initiative' and thus unblock Russian fertiliser and grain exports, however, no 'practical results have been achieved'.

"At today's meeting, the [UN] Secretary-General spoke about the promises, including paper ones, that the United States and the European Union had given him. They set out, I would say, good intentions. If they are implemented, then the barriers to the export of our fertilisers will be removed. … I hope they will be fulfilled, at least the secretary general swore today that this is a priority issue for him," Lavrov stressed.

Ukrainian Foreign Minister Dmytro Kuleba, on November 12, stated that Russia is playing 'a game of hunger' and using the 'Black Sea Initiative' as leverage.

Russian Defence Ministry spokesperson Igor Konashenkov said, on November 2, that thanks to receiving written guarantees from Kiev not to use the humanitarian corridor and Ukrainian ports for combat operations against Russia, Moscow had renewed its participation in the grain deal.

Moscow launched the military offensive in Ukraine in late February after recognising the independence of the Donetsk and Lugansk People's Republics.

Kiev denounced the Russian action, and Zelensky imposed martial law throughout the country, announcing a general mobilisation.
