02:21Russia: State Duma unanimously passes third reading of bill banning 'LGBT propaganda'
The State Duma adopted in its third reading a bill to completely ban 'propaganda' relating to LGBT matters, paedophilia and gender reassignment in social media, mass media, advertisements, literature and films, in Moscow, on Thursday.
Chairperson of the Committee on Information Policy, Information Technology and Communications Alexander Khinstein commented on US Secretary of State Anthony Blinken's call not to support the bill on the ballot.
"This call is the best motivation for us to take this decision," Khinstein added.
On Thursday, Blinken called on the State Duma to withdraw the bill.
"The proposed expansion of Russia’s ban on information regarding LGBTQI+ issues would be another serious blow to freedom of expression and the human rights of LGBTQI+ persons in Russia. We urge Russian lawmakers to withdraw the bill and respect the human rights and dignity of all," the US Secretary of State wrote on Twitter.
The bill was submitted to the State Duma on October 20. 388 deputies signed it.
Fines for 'LGBT propaganda' will range from 50,000 to 400,000 roubles, from 200,000 to 800,000 roubles for 'paedophilia propaganda', and from 50,000 to 200,000 roubles for the distribution of information 'encouraging' teenagers to change sex.
