A month's worth of rain fell in just one hour, leaving Arlington's 26th and 28th Street resembling rivers on Monday.
Washington DC's southern suburbs braced themselves for torrential rain as flash floods swept through northern Virginia and the US capital.
Several major roads were closed and high-water rescues were carried out by local authorities.
Weather warnings have been extended further southwards into Virginia.
