A five-year-old girl, who is reportedly not socialised and unable to speak, has been rescued from a cockroach-infested, litter-strewn flat in the north of Moscow, as shown in footage released on Sunday.

The girl, called Luba, was discovered half-naked, dehydrated, with signs of anorexia and a necklace embedded in the skin around her neck. Conditions inside the flat were so bad, that police reportedly used chemical protection suits inside.

“The flat was unlocked yesterday in the evening. We came in and saw the absolutely unsanitary conditions that were there. The child was in totally unsanitary conditions. The child is not socialised at all. I together with my husband accompanied her on the way to the hospital. We spent the whole night there,” neighbour Elena Razueva said.

The girl’s mother, 47-year-old Irina Garashchenko, has been detained by police on attempted murder charges.

“I together with my husband saw the child 18 months ago. We were on our way from work when we saw the child together with her mother near the entrance. It was the last time,” Razueva said.

“Then this child disappeared. When we asked where the child is, where is Luba, her mother answered that she had help from her sister, aunt or nurse or someone else,” she added.

According to the building’s concierge, Galina, Garashchenko visited “very rarely” to bring food and never appeared to take any rubbish away with her when she was leaving the building; she was “always in a rush.”

Luba’s father is reportedly a Ukrainian national who was deported.

Luba is currently undergoing medical examinations in hospital and is expected to remain there for a least a week according to Razueva.
