UN: Subject of chemical weapons 'Achilles' heel of the council' – Kazakhstan ambassador

Ambassador of the United Kingdom to the United Nations Karen Pierce said "the Porton Down analysis and the OPCW report do not identify the country or laboratory of the agent used in this attack," during a UN Security Council meeting in New York on Wednesday.

But Pierce added in the view of the UK, "only Russia had the technical means, operational experience and the motive to target the Skripals."

The argument was supported by US ambassador Nikki Haley. She stated "I will not engage in an argument over self-evident facts. I will not trade accusations of shameful behaviour with those who have no shame."

Permanent Representative of Kazakhstan Kairat Umarov said that since there is not any conclusive result reached to identify those responsible for the case, it requires further "objective and transparent investigations".

The subject of the use of chemical weapons "turns out to be the Achilles' heel of the council, as it is becoming increasingly difficult for us to make a judgement since we're not experts here in chemical substances," he added.

The Kazakhstan ambassador called for "a constructive dialogue", while the investigations faced obstacles of "confrontational spirit" between leading countries.
