Russian President Vladimir Putin, Kazakhstan President Nursultan Nazarbayev, Kyrgyzstan President Almazbek Atambayev and Armenian President Serzh Sargsyan, signed the Eurasian Economic Union (EEU) Customs Code in St. Petersburg on Monday, amid speculations that Kyrgyzstan's Atambayev refused to sign the document.

It was previously reported that the head of Kyrgyzstan refused to sign the EEU Customs Code and the statement on the development of trade on Monday in St. Petersburg.

During the meeting of the Supreme Eurasian Economic Council [SEEC], Kazakhstan's Nazarbayev outlined a number of internal problems of the EEU and suggested to create an anti-crisis council within the association. Nazarbayev said, "It would be necessary to create an anti-crisis council in order to explore all of these issues. It [the council] should attract world-class foreign experts and our experts. The council must stand apart in the commission structure [Eurasian Economic Commission] and above the general bureaucracy."

During the meeting, Putin also mentioned that, "The rates of mutual trade have significantly increased. The barriers blocking the free passage of goods, services, labour force and funds are consistently eliminated."

The Eurasian Economic Union includes Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan. This time the summit was held without the participation of the Belarusian delegation.
