Germany: Steinmeier expects no 'sensational breakthrough' on Ukraine conflict talks

German Foreign Minister Frank-Walter Steinmeier doesn't expect any "sensational breakthrough" on the implementation of the Minsk Agreement said his representative, Dr. Martin Schaefer, during a press conference in Berlin on Monday. The statement was made in relation to the Normandy format meeting set to take place in Minsk on Tuesday.

"The expectations of Mr. Steinmeier for the meeting tomorrow are modest," stated Schaefer, before adding "Neither the intensive pre-negotiations or discussions of the last months nor the public statements made by the parties provide much hope for a sensational breakthrough on the implementation of the Minsk Agreement." The German Foreign Ministry representative continued, describing the conflicting parties as being both figuratively and literally "in the trenches."

"We want to get a clear signal tomorrow from both conflict parties, from Russian and Ukrainian Foreign Ministers, to commit to the implementations from Minsk, to commit to the resolutions of the head of governments of one month ago and to that belongs also, constructive work in a road map of the Minsk schedule" he added.

Talking about the Ukrainian President's desire for an OSCE armed mission in Donbass, Dr. Schaefer stated: "The truth is we are at this time still far away from a decision on an armed police mission of the OSCE for Donbass. That's why I have to say that I don't believe it will be agreed on at the OSCE summit in Hamburg next week on 8 and 9 December."
