Russia: State Duma backs suspension of plutonium disposal deal with US

Russia's State Duma almost unanimously approved the suspension of an agreement on plutonium disposal with the United States in Moscow, Wednesday. The vote saw 445 out of 446 Duma deputies vote in favour of a unilateral withdrawal from the agreement, with one abstaining.

The bill specified that the plutonium deal could be resurrected if the US repeals the Magnitsky Act and reduces NATO military forces in Eastern Europe and the Baltic region.

Russian Deputy Foreign Minister Sergei Ryabkov addressed the Duma ahead of the vote, stating that the bill came about "due to the ongoing Washington policy against Russia." Ryabkov claimed it "began long before the events in Crimea and Ukraine" and "acquired a distinct form as anti-Russian legislative initiatives." Ryabkov noted that "under US sanctions there are: 281 legal entities of the Russian Federation and 81 official representatives, including very senior, of all branches of government."

The Deputy Foreign Minister added "we hear threats from Washington about the use of new sanctions under various pretexts: from Syria to the alleged hacks of American servers." He threatened the US saying if it continues its sanctions policy "we will find measures in our arsenal with which we can respond quite painfully."

The Intergovernmental agreement on disposing of plutonium no longer required for defence purposes, was signed in 2000. The agreement which was meant to last until 2025, provided for the disposal of 34 metric tonnes of radioactive material from each side with the use of high-tech equipment.

Russian President Vladimir Putin signed an order to suspend the agreement with the US on the disposal of weapons-grade plutonium on October 3.
