Ecuador: Ernesto Samper expresses concern over Rousseff's impeachment process

Secretary General of Union of South American Nations (UNASUR) Ernesto Samper spoke of "illegitimate powers" hampering democratic processes in Brazil, while he gave a press briefing in Quito, Thursday. He was speaking in reference to the impeachment process being carried out against the now suspended President of Brazil Dilma Rousseff.

Samper, a former president of Colombia himself, said, "There are illegitimate powers that, somehow, are hampering the climate of democratic governance, not only in Brazil but in other countries of the region, and that this negative influence on the conditions of governance are those that are producing forms of destabilisation."

During his briefing, Samper called for Rousseff’s judicial rights to be observed. He said, "Just in this new phase that opens, we do want to request that the right to a defence is guaranteed for President Rousseff. She has, like any citizen, the right to due process. "

The Senate voted 55 to 22 in favour of impeaching Brazil's first female president, who will now be suspended for up to six months while a committee investigates whether she broke the country's budget laws ahead of her re-election in 2014.

Brazil's Vice President Michel Temer will serve as acting president throughout the trial, ending 13 years of rule by the Workers' Party. If Rousseff is convicted, Temer will serve as president until the end of 2018.
