Serbia: Europe’s leaders must choose between partnership and opportunistic profit - Lavrov

Serbia, Belgrade
December 3, 2015 at 09:42 GMT +00:00 · Published

Russian Foreign Minister Sergei Lavrov addressed the 22nd OSCE Ministerial Council in Belgrade, Friday. He spoke on the topics of the San Bernardino shooting in which 14 people died, the success and failings of the OSCE mission as well as the influence, or lack of, Europe currently has while referencing the refugee crisis and threat of terrorism.

On the OSCE’s progress Lavrov said that “the OSCE region was not able to rise to the level of the historical mission,” referencing the 1975 Helsinki Act. “Rather, one can see a movement in the opposite direction towards the side of increased distrust, instability and the dangerous accumulation of elements of crisis,” said Lavrov. He finished by questioning what today’s state officials will choose – “the continued pursuit of one-sided opportunistic profits or a decisive turn to serious and sincere partnership in the interest of standing against a mutual challenge."

In addressing the topic of Europe and its influence, Lavrov was somewhat damning. “because Europe no longer has so much influence on neighbouring regions, as it is subjected to the increasingly strong effects emanating from these regions including the migration crisis provoked by the serious external meddling in the internal affairs of sovereign nations, the following chaos and spread of terrorism,” said the Russian FM, citing “the barbaric attacks on Paris and in the skies above the Sinai, just like in Beirut, Ankara, Baghdad, Kabul, Mali, and Cameroon.” He called on the OSCE to develop “joint actions to tackle the terrorist threat on the southern borders of our region."

Lavrov is due to meet his Turkish counterpart Mevlut Cavusoglu on the sidelines of the meeting, as well as US Secretary of State John Kerry. The OSCE are due to discuss the most current European and global political and security issues in the culmination of Serbia's one-year chairmanship of the international security body.

The OSCE Ministerial Council (originally, Council of Ministers for Foreign Affairs) has convened annually since 1973 and is the central governing body of the OSCE. Hosted by Dacic, the 2015 OSCE Chairperson-in-Office, the meeting will bring together 1,500 officials and the foreign ministers of 57 OSCE member states and 11 partner countries, giving them the opportunity to discuss and assess the organisation's operations over the past year. The conference will last until Friday.
