Jens Stoltenberg, the new secretary-general of NATO, declared "Russia maintains its ability to destabilise Ukraine" in his inaugural speech, adding that "Russia remains in breach of international law."
NATO's 13th secretary-general, a former Norwegian prime minister, chaired his first meeting of the North Atlantic Council in Brussels, Wednesday. One of the main subjects at the meeting was the crisis in Ukraine.
Stoltenberg was appointed by the 28 NATO members in March to succeed Anders Fogh Rasmussen as secretary-general. He will lead the alliance for five years.
