A Taser gun was used to detain and arrest a 25-year-old man nearby on suspicion of murder.
Specialist firearm officers were called to reports of a man with a machete attacking an animal, some eyewitnesses said they saw the man killing cats.
Scotland Yard said there is nothing to suggest that the killing was motivated by terrorism.
