Konstantin Dolgov, the Russian Foreign Ministry's Special Representative for Human Rights, Democracy and the Rule of Law, spoke at the OSCE press conference in Vienna on Thursday where he presented the updated version of the White Book, a detailed account of human rights violations in Ukraine.
