Russian ambassador to the United Nations, Vitaly Churkin, explained the presence of Russian forces within the borders of Ukraine as coming within the boundaries defined by the treaty between the two nations establishing the Russian naval base in Sevastopol.
Speaking after a Security Council hearing, Ukrainian ambassador Yuriy Sergeyev said that Russia had deployed additional forces into Ukraine, something he agreed constituted an act of aggression.
