As a country in rapid transition following free-market reforms in the 1980s, Vietnamese officials have expressed concern about the effects of change on the future of the country's cultural and national identity. This led to Prime Minister Nguyen Tan Dung signing a decree in July 2013 offering free tuition to students taking university courses in Marxism-Leninism and Ho Chi Minh studies following a sharp decline in their popularity.
