President Barack Obama is discussing reforms to the bulk collection of telephone metadata at the Justice Department on Thursday.
Obama is expected to announce that both the attorney general, the intelligence community and the Congress will have to decide on which private entity will control the telephone data, restricting the National Security Agency's (NSA) storage of information on calls made in the country under Section 215 of the USA Patriot Act.
For the first time since mass data collection began in 2001, the NSA will require a judicial order from the Foreign Intelligence Surveillance Act (FISA) court, before being allowed access to phone records.
Obama said more sensitive US data collection, in particular with regards to world leaders, will be reviewed. Foreign citizens will also have extended privacy rights.
