USA: Take NSA out of government's hands, says Senate committee

The Senate Judiciary Committee met on Tuesday with members of the NSA review panel to discuss the 300-page long list of recommendations the panel had compiled to lead reforms of how the intelligence agency operates after information leaked by whistleblower Edward Snowden laid bare the extent of the agency's reach.

"The question is how to avoid that potential abuse," said Professor Geoffrey Stone, a member of the NSA review panel. "And one of the ways we decided it makes sense to avoid that is to take it out of the hands of government."

"The concern of the Fourth Amendment, the concern of our constitutional history is that government can do far more harm if it abuses information in its possession than private entities can. And therefore our judgement was that the government should not have possession of this information because if it does there's always the possibility of someone coming along down the road, seeing this as a great opportunity to get political dirt on individuals, on their activities, on their organisations, their associations and that's a danger that we want to avoid."

The USA's now infamous national security mainframe, the National Security Association, came under fire last June when ex-NSA and Booz Allen employee, Edward Snowden, revealed how the NSA surveillance apparatus encroaches on the privacy of citizens and governments during US intelligence gathering exercises.
