UN: South Sudan targeted attacks could constitute war crimes - Ban Ki-Moon

The Security Council adopted a resolution authorising an increase in the military and police capacity of the UN Mission in South Sudan on Tuesday. Outside the Security Council briefing, the Secretary-General warned South Sudanese leaders that "those responsible for crimes will be held accountable." The members of the Council decided that UNMISS will consist of a military component of up to 12,500 troops - from current 7,000- of all ranks and of a police component, including appropriate Formed Police Units, of up to 1,323 from current 900.

He said that according to his Special Advisers on the Prevention of Genocide and on the Responsibility to Protect, "targeted attacks against civilians and against United Nations personnel, such as those that have occurred in Juba and Jonglei, could constitute war crimes or crimes against humanity."

The Office for the Coordination of Humanitarian Affairs (OCHA) reports that some 81,000 people have been displaced by the crisis in South Sudan, but that the real number is likely to be higher. OCHA says that 45,000 people have sought refuge in UNMISS camps, while access to those outside has been limited due to continued insecurity.
