Hungary: Homelessness soon to become a crime?
Hungary's parliament passed a law Monday requiring police to clear anyone seen sleeping outdoors or in public areas. If anyone is caught sleeping outdoors and is deemed 'homeless' by the authorities, they will be forcibly taken to a shelter in an aim to protect "public order, security, health and cultural value." The law takes effect next week.
Protests were held outside the parliament as the vote on the legislation took place. Activists state that the law criminalises people without a home, as authorities are able to fine or imprison anyone who refuses to be moved to a shelter.
The United Nations reports about 8,000 homeless people live in the Hungarian capital Budapest, with about 30,000 to 35,000 nation-wide. Rights group 'The City Belongs to Everyone' states that Budapest's shelters can only hold about 6,000 people at maximum.
