Dozens of supporters and opponents of the bill banning homosexual propaganda gathered in front of the State Duma (lower house of the Russia's Parliament) in Moscow on Tuesday.
Gay protesters were outnumbered by several hundreds of anti-gay activists, some of whom held placards calling for traditional morality and traditions. The police forced the crowd that gathered in front of the Duma to move from main entrance. Small clashes between supporters and opponents of the bill happened in a backstreet behind the Duma while gay activists tried to carry out a kissing protest. According the police around 20 people were detained. Some gay activist gave out flowers and leaflets calling for the cancellation of the bill to passers-by.
The Lower House of the Russian Parliament approved a bill which bans propaganda of non-traditional sexual relations on Tuesday. 436 Members of Parliament voted for the bill with only one abstention. The bill will now be considered by the Upper House and then signed by the Russia's President, Vladimir Putin.
Those who break the ban on propaganda of non-traditional sexual relations will have to pay a hefty fine. An individual can be fined from 4000 to 5000 roubles ($125 - $155, €90 - €115) and legal entities from 800,000 to 1 million roubles for real-life propaganda, such as demonstrating in the streets. Internet promotion of propaganda by individuals will be punished with a fine ranging from 50,000 to 100,000 roubles. Legal entities will be fined 1 million roubles, along with a forced suspension of their activities for up to 90 days.
