Belgium: Boston tragedy proves 'terrorism' needs tackling, FM Lavrov

Russian Foreign Minister Sergei Lavrov spoke to the press on Tuesday at a Russia-NATO Council ministerial meeting in Belgium. US Secretary of State John Kerry, was also present and the two shared a brief conversation during a break in the meeting.

Reflecting on the Boston Marathon bombings, which killed 3 and injured over 250 on April 15, Lavrov said that victory over international terrorism is yet to be achieved. "The threat of terrorism still remains, and the Boston tragedy proves that we can't speak yet about victory against international terrorism."

Lavrov then voiced the benefits of a speedy conclusion to the Syrian conflict. The Arab Spring came to Syria in early 2011 and escalated into an ongoing conflict in which battles between government and opposition forces have led to the deaths of 70,000 people, according to UN estimates. In February 2012 at the United Nations Security Council Russia was one of two countries to veto a proposed Arab League peace plan that called for Syrian President Bashar al-Assad to step down.

"There is a growing understanding that letting this war [in Syria] run to the bitter end, the way it is encouraged to by the minority in the international community, will only result in radical Islamists getting the upper hand."

Lavrov also points to an understanding amongst Russia's key partners that the conflict in Syria will end badly and said that they were working on practical arrangements to allow for the beginning of the implementation of the Geneva communiqué.

Urging partners to adhere to the Geneva communiqué, Lavrov commented: "Our key partners are developing an understanding that this [Syrian conflict] will end very badly. Therefore, right now we are working on practical arrangements that will allow the beginning of the implementation of the Geneva communiqué."

The ministerial meeting is expected to focus on international issues, such as cooperation in Afghanistan, missile defence, and measures to counter drug trafficking, piracy, and natural disasters.
